Project Description 

The mission of the Homeownership and Predatory Lending Program (HPL)  is to provide individuals with information on the availability of HUD Real Estate Ownings (REO’s), HUD contacts and procedures, and the issue of predatory lending and its adverse effects.  The objective is to develop borrower’s awareness of and avoidance of predatory lending in the home mortgage market by spotlighting its signs.  Programs are actively involved in combating predatory lending through research, regulation, consumer education, and enforcement actions against lenders, appraisers, real estate brokers, and other companies and individuals that have victimized homebuyers and homeowners.  

The Homeownership and Predatory Lending Program is responsible for accessing major metropolitan markets nationwide, via print media (i.e. magazines and newspapers), and relay HUD’s message of homeownership opportunities and predatory lending prevention. Technical assistance services are provided on-site in over twenty markets.  

North American Management, under contract with HUD, strengthens the capacity of the HPL program and its initiative to protect those utilizing the subprime lending market from predatory lenders and predatory actions. This will be accomplished by targeting low and moderate-income individuals in heavily concentrated HUD owned homes markets. One of the major requirements of the contract is the planning and managing of the logistics involved with a major advertising campaign.
